The aim of this research is to develop English grammar materials for students of Islamic High School, at MAN 1 Magelang. Based on the needs analysis done by analyzing the students' textbook used and the questionnaire from the students, the researcher found some lacks from the textbook and the students' need in grammar tenses materials. This study is categorized to the Research and Development (RnD) study. The subjects of this study were consisted of 20 male and 22 female students. The development model was adapted from the RnD model proposed by Borg and Gall (2003), and Masuhara in Tomlinson (1998). There were some steps; needs analysis, developing the syllabus, developing the first draft of the materials, evaluating the materials, and writing the final draft of the materials. This study also conducted two types of questionnaires to collect the data. The first questionnaire was a needs analysis questionnaire to obtain information about students‟ needs and interests. The second questionnaire was an expert judgment questionnaire; it was to gather the data about the materials‟ appropriateness. Both of the data from questionnaires were analyzed by using quantitative and qualitative. Descriptive statistics from the questionnaire data conducted the quantitative data. Moreover, the qualitative data was conducted from the expert in the form of comments and suggestions for the materials draft improvement. This research discussed the results of the needs analysis. The needs analysis was conducted by using questionnaires for the students and observing the textbook that the students in learning grammar had used. Moreover, the result of the expert judgment was also being examined in this paper. Furthermore, the product of the developed grammar material by using ESA (Engage, Study, Activate) method is also explained in this research. The product have three units of materials: past, present, and future tenses. In every tense, there are four subunits for simple, continuous, perfect, also perfect continuous tenses. In addition, there are also three steps of the ESA method in every subunit.
