To realize the goals of education in the 21st century, teachers must train students to think at higher levels, one of which is by applying higher-order thinking skills (HOTS)-based assessments. It means that in arranging the questions to assess the students, the teachers must include higher-order thinking skills (HOTS) operational verbs. However, teachers, especially pre-service English teachers, have difficulties in determining higher-order thinking skills (HOTS) operational verbs when arranging questions. The writer focuses on categories of higher-order thinking skills (HOTS) operational verbs used in questions of final semester assessment arranged by the preservice English teacher. This paper aims to describe what categories of higher-order thinking skills (HOTS) and to know the most dominant of it in those questions. The subjects of this study were 40 questions of final semester assessment. After all the data were collected, it was analyzed descriptively based on the theory of higher-order thinking skills (HOTS). It is because this study is descriptive qualitative research. The results revealed that there are 40 higher-order thinking skills (HOTS) questions which are divided into 3 categories: category 4/analyze, category 5/evaluate, and category 6/create. Category 4/analyze is the most dominant category among categories of higher-order thinking skills (HOTS) operational verbs which appears 23 times or 57.5%. It becomes most dominant because category 4/analyze that often appears in the questions than other categories. The second rank is category 5/evaluate which appears 16 times or 40%. Then, the last ranks is category 6/create which appears 1 time or 2.5%. According to the total number of categories of higher-order thinking skills (HOTS) operational verbs used in those questions, it means that, the pre-service English teacher who arrange those questions tend to use the higher-order thinking skills (HOTS) operational verbs at the easiest level, it is because category 4/analyze is the lowest level in the cognitive domain. Therefore, the writer suggests to the teachers to be more creative and varied in using higher-order thinking skills (HOTS) operational verbs in arranging questions. For the English learners, they can improve their higher-order thinking skills (HOTS) by answering the higher-order thinking skills (HOTS) questions.
