The existence of English as a compulsory subject has urged non-English department students, including Economic Development students, to master English. Therefore, English lecturers should consider students‘ needs while tallying English teaching material. Further, to fulfill the demand of the Minister of Education and Culture about the Key Performance Indicators of Higher Education (IKU) Minister of Education and Culture Decree No. 754/P/2020, English teaching material should be conveyed using a case method to promote a collaborative and participatory learning environment. English teaching material also should be designed following the needs of the blended learning environment. In response to the problems above, this Design-Based Research (DBR) is intended to fulfill three objectives. First, to identify Economic Developments students‘ needs in the blended learning. In addition, this study aims to develop English teaching material using the case method as instruction and the digital flipbook as the instructional media; and to measure the feasibility of the product. Regarding the development model, the study followed the ADDIE model proposed by Branch (2010). The study carried out three stages: analyzing the need to carry out the English for Economic Development course, designing the product, and developing the product. In the development stage, the product was validated and revised. In the analysis phase, the study revealed that Economic Development students and lecturers required technology-based teaching material. They also expected to have teaching-learning activities using the case method. While in the design phase, the first draft of the digital flipbook using the case method was designed. In the third phase, two experts from material and media validated the product. The digital flipbook using the case method as the instruction to teach Economic Development students in the blended learning environment is considered very worthy of being used, with a feasibility score of the product is 96.1%. In addition, both validators recommended that the product is worth without revisions, making the digital flipbook ready to be implemented. Based on these results, the practical implication is provided. Further, the implementation and evaluation of the digital flipbook using the case method are required to examine the effectiveness of the product.
