English as a foreign language (EFL) in Indonesia, but the community, including students, must learn it. However, in SMP N 3 Magelang, the writer found several problems during the English teaching-learning process. The issues were the lack of Speaking skills, the lack of students’ activeness, and the strategy that the teacher used was unattractive According to the problems above, the writer conducted this study to fulfil two objectives. First, this study purposed to enhance students’ speaking skills. Second, this study aimed to improve the students’ activeness. The writer used the Rotating Trio Exchange strategy by Mel Silberman to reach the aims of this study. The method of this study was classroom action research. The subject of this study was the eighth graders of SMP N 3 Magelang by the number of 30 students. The writer conducted the study in two cycles. This study used tests and non-test (observation sheets and questionnaires) to collect student scores and activeness data. The finding of this study revealed that there were improvements in students’ speaking skills and activeness. In Pre-Cycle, the mean score of students’ speaking skills was 53. While, in Cycle I, the students’ mean score was 60.16. The writer continued to Cycle II, and the students’ mean score improved to 72, categorized as good. Besides, there was an improvement in students’ activeness from 48.75% (PreCycle) to 85.84% (Cycle II), which means the majority of students wereactive during the teaching-learning process. This study's result indicated an enhancement in the students’ speaking skills and activeness during the implementation of the Rotating Trio Exchange strategy. The students became more active than before the strategy implementation, and their speaking skills improved because they had more opportunities to practice their speaking skills by sharing their ideas with their groups. Therefore, the writer suggested that the teacher can apply the Rotating Trio Exchange strategy to improve the students’ speaking skills and activeness.
