During the Covid-19 pandemic, teachers and students were required to continue learning activities using online learning. The use of technology in education is the impact of the COVID-19 pandemic and also the demands of the 21st century era. The one of difficult skill in the English skills to be mastered by students is reading skill. The meaning of reading is the ability in capturing the meaning of a provided reading. The objectives of this research are: (1) to know the reading problem in Intensive reading course class; (2) to develop reading material to improve reading ability of students` at the English Education Department of Universitas Tidar; (3) to know the feasibility of Descriptive Text Reading Material by Using a Web-Based Scavenger Hunt Strategy. This research used Design-Based Research (DBR) method by Reeves (2006) the phase are (1) phase one is analysis of practical problems by researchers and practitioners in collaboration; (2) phase two is development of solutions informed by existing design principles and technological innovations. The subjects of this research are 40 students who graduated from Reading Intensive Course in English Education Department of Universitas Tidar. The data was collected using the questionnaire, Expert validation, and documentation. This research used analytical techniques qualitatively for analyzing the data. The results of this study are: (1) most of the students still had difficulties in reading especially about descriptive text reading material and monotonous strategy; (2) in developing descriptive text reading materials using a web-based scavenger hunt strategy, the stages are divided into three consisted of planning, design, and development; (3) based on expert validation, the average value is 71.5 (79.5%) belongs to range fair, can be used with small revision. Then, it is revised by adding feedback from the teacher and students. Therefore, it can be used to teach Descriptive Text Reading Skill.
