English proficiency is crucial for effective global communication, and developing speaking skills is essential in learning English as a second language. However, students in Indonesia, like those in SMKN 2 Magelang, often struggle with expressing their thoughts due to a lack of vocabulary, pronunciation difficulties, and grammar knowledge. Furthermore, teachers tend to focus more on reading and writing, neglecting speaking skills training. To address this issue, the writer developed an English lesson material using the Think Pair Share + Station Rotation Model, which encourages student interaction and creativity, and improves their speaking skills. The aim of the study was to develop speaking materials using the Think-PairShare+ Station Rotation Model for 11th graders of vocational high school. The research used the ADDIE development model as a guide to building material development. The ADDIE model divided the development process into five stages: Analyzed, Designed, Developed, Implemented, and Evaluated. The first stage was analysis, which aimed to find students' needs. The second stage was design, which was prepared by studying the problem and finding a solution to the needs analysis stage in the previous process. The third stage was development, which followed up the design that had been compiled or made through trials. The implementation and evaluation phases were not conducted due to limitations and conditions in the field. The research aimed to create speaking materials that suited the needs of the learners and were of high quality. The methodology of the study was Research & Developments. The writer used the ADDIE model as a guide to building material development. The research was conducted at SMKN 2 Magelang, and the research subjects were the 11th graders of SMKN 2 Magelang in the Institutional Financial Accounting department. The results of the study on developing speaking materials using Think-Pair-Share+Station Rotation Model for 11th graders of vocational high school were obtained from the questionnaire, interviews, and expert judgement. The need analysis indicates that the students understand the significance of learning English in the present world. Their motives for learning English vary, including academic, professional, personal growth. The majority of the 90% students in the sample prioritize in-school studying and selfdirected learning (making notes of new words) as the primary methods for improving their English-speaking skills. The speaking materials were developed using the ADDIE development model, which consists of three phases: analysis, design, and development. The implementation and evaluation phases were not conducted due to limitations and conditions in the field.
