HOTS is a significant skill that help students to increase their critical thinking. This matter support by implementing the 2013 curriculum which requires students to be able to cultivate critical thinking in the problems that arise in present and in future. However, in the teaching and learning process there are still many students who are less enthusiastic, passive, and many objectives learning can not be achieved optimally. This shows that HOTS context in indonesian education can not be carry out maximally, especially when the writer did teaching practice at SMA N 5 Magelang found the same issue as above.
To tackle the issues above, this study aims to examine the existence of HOTS operational verbs level in the English lesson plan of the pre-service teachers and to explore any obstacles during the process of creating an English lesson plan containing HOTS.
In this study the writer applied descriptive qualitative method. The writer described the facts of the data that has been found. The subjects of the study were four pre-service teachers and the English lesson plans. In addition, the writer conducted interview as supporting the data. Then, the writer analyzed the data in three steps; data condensation, data display, and conclusion.
The results of this study indicate that the existence of HOTS in learning objectives is still very low. In each lesson plan, there are no more than three HOTS operational words, namely only the words Examine (C4), Create (C6) and make concept (C6). identify, know, and arrange sentences. This indicates that pre-service teachers have not totally understand in the implementing HOTS of objective learning.
