Keywords: Writing Skill, Hortatory Text, Process-Based Writing Instruction Writing is a kind of communication that allows you to communicate your thoughts, feelings, and opinions. Writing is one of four language abilities that requires understanding, creativity, and critical thinking from students, but most students still see writing as a challenge that needs to be solved. However, most students still need help to acquire writing skills. Using interesting instruction can increase students' motivation, interest, and skills in writing and reduce the difficulty. The goals of this study were (1) to know whether Process-Based Writing Instruction improves students' learning motivation in tenth grade at MAN 1 Magelang. (2) to discover how Process-Based Writing Instruction improves students' writing skill in tenth grade at MAN 1 Magelang. The writer conducted a Classroom Action Study (CAR). This study is divided into Pre-cycle, Cycle I, and Cycle II. The subjects of this study were 26 students in the X6 of MAN 1 Magelang. The writer collected the data by using observation, questionnaires, and tests. The data of observation and questionnaire were analyzed using specific techniques by Miles and Huberman (2014). The writing test data was analyzed by averaging the pre-cycle, cycle I, and cycle II results. This study showed that Process-Based Writing Instruction can improve students' motivation to learn hortatory text writing. The results of observation in the pre-cycle, cycle I, and cycle II were used to determine the increase in student motivation; in the pre-cycle, the average student motivation ability was 53.84%, in the first cycle it was 68.85%, and in the second cycle, it was 87.31%. There was an improvement of 33.47% after using a Process-Based Writing Instruction. This showed that more than half of the students were active, listened to the teacher's explanation, asked the teacher about problem material, and did assignments at writing meetings and hortatory texts. The result of the questionnaire also showed improvement after using Process-Based Writing Instruction. The test results showed that most students improved their writing skills on hortatory text material. The pre-cycle average score was 57.73, the cycle I test average was 71.08, and the student writing scores in cycle II were 75.70. There was an improvement of 17.97 after using Process-Based Writing Instruction. This means that students have achieved more than 75%. Finally, the use of Process-Based Writing Instruction improves their writing skill.
