Almost all of the countries in this world have their national language. Meanwhile, we cannot master every language in this world. For that, it must be a language that agreed to be an international language to sustain the communication needed. English is a global language that is widely used and spoken around the globe. It must be accepted that English is also proper for engineers, especially for Civil Engineering students. It is related to the English materials taught in Civil Engineering in higher education. The materials must be constructed according to what is needed by civil engineering students in learning the English language. After that, the module should be developed based on the needs of civil engineering students. This study aims to identify the materials civil engineering students require and create a supplementary book to improve their speaking skills. The writer employs the Research and Development (R&D) technique. The data was gathered using analysis, design, and development methodology. In the need analysis step, the data comprises the requirements questionnaire and interview, filled out by second-year civil engineering students. The questionnaire and interview list questions consist of three sections: necessities, lacks, and wants. To investigate the feasibility of the supplementary book, the writer made an expert judgment with two English Education Department lecturers as the experts. The writer used the feasibility formula from (Warisman, 2008) to ascertain the supplementary book viability. The writer discovered that among 48 Civil Engineering students, most agree that English proficiency is essential to mastering, especially for speaking skills and vocabulary related to civil engineering fields. Also, it was discovered that the feasibility of the first expert judgment result is 75%, categorized as feasible. The second expert judgment found that the feasibility of the supplementary book is 85%, classified as very possible. The average feasibility score obtained by two expert judgment questionnaires is 79.5%. In future research, the writer will conduct an undergraduate thesis implementing and evaluating the supplementary book.
